Terminator 2. The Matrix is only worthwhile for its action sequences, but they doesn't hold a candle to Cameron's handiwork.

Neither of them. Predator is a masterpiece because it has NO FLAWS.

The Matrix suffered from the Wachowski's inability to write non-shit non-cliche dialogue (I can only assume that the several good lines in The Matrix were a complete mistake) and a pretty underwhelming finale where the power of love wins over the machines. Fucking Disney as fuck, literally saved by a kiss he should not have even felt since he was in the Matrix and not IRL.
T2 had that annoying brat.

T2 has less flaws so in this case it wins.

Neither are masterpieces, but T2 is better because of Linda Hamilton as Sarah Connor. She's fucking amazing in that movie

T1 is easily his best, a shame he never played a villain again because he was scary as fuck

Red Heat, a buddy comedy with Jim Belushi. It has its moments but isn't great or anything

Probably T2.
Commando is memorable and a comedy classic, but hardly "good", and definitely not a movie where his acting chops legitimately elevate it.

The other stand-out movies weren't primarily good because of Arnold (eg: Predator, Total Recall), and a lot of those movies that were elevated by his performance/charisma were not great or had idiosyncracies or faults he couldn't solve (Conan, Kindergarten Cop).
True Lies is somewhere in between. Arnold's performance is good, but at the same time it feels like the script is too fast, witty, and has too much whiplash changes from gritty to slapstick, and it would probably have been better to have had a more conventional front-man star in that movie. There was very little chemistry IMO between him and Jamie Lee Curtis.

Mr Freeze was a hero because he tried to stop Batman from making the movie "bad-bad" instead of "funny-bad".
