Because Roddenberry was king of the casting couch back then. You can still see in the first couple seasons of TNG when he was involved still how sex crazed and perverted the man was. He eventually married one of those actresses (Majel Barret, Troi's mom and voice of the TNG/DS9/VOY computers) after she was a slutty extra in an episode of TOS.

Majel Barret wasn't an extra. She was with the show from the beginning. They did an entire episode featuring her character. I'm willing to bet she was in more episodes of TOS than George Takei.
