Why is the Hulk a hero and not a villain?

this is the thing a lot of people miss about the hulk, and the movies are really to blame as they don't communicate it well, if at all. The hulk gets mad and strong, but he's not stupid, he actually retains a lot of his knowledge, but because of his appearance people think he's a big dumb brute and treats him as such. It's why I wish we saw more of the hulk and less of bruce banner in the movies, the hulk is actually way more interesting than banner.

Because being a villain will alienate normies and sell fewer toys. Marvel is smart to not make Hulk an edgy emo like DC film characters.

Somewhere down the road, they should bring in Doctor Hulk as a villain.
