The man in black reminds me of a speed runner in a video game. If you've ever watched Mario speed runs they have to do seemingly unrelated things to align code for a desired effect.

My guess is that all of the hosts have memories of quest-lines and prior lives they already experienced. It's part of their subconscious that we sometimes see when the technicians access their memory to find out what they said in their last conversation or who they talked to. So technically they don't get a memory wipe, it's just that they can only access surface memories and none of the other stuff. The MiB is on the hunt of some secret and probably accidentally triggered one of the suppressed memories on a host during his many visits. He also figured out that this means that essentially every host has memories of prior lives in which they were close to locations or part of conversations with valuable information. MiB triggers their trauma and gains access to that information.
