Usually it would be "an" since "an" is used next to words beginning with vowel sounds, (A E I O U), however, it sounds off since European despite starting with an E is pronounced with a J sound (Jurope, almost) "A" would be the most common in normal US english.
These people are actually retarded. The second option in the first question is the most accurate. It would be the third one if it said "more than" instead of "more then".
Second question is "a". Although European starts with a vowel, it does not start with a vowel sound.

To make it technically correct, it would have to be "On Tuesday evening, Alabama’s mayor; John Adams, said that more than two thousand people had been saved." But that is "less correct" than just specifying that John Adams is the mayor.

This one is kind of a "gotcha" because the first part works and is valid in all cases (save for a missing apostrophe and arguably an extra comma) but only "had been saved" is valid. "people are saved" rarely makes sense.

No. 4 is grammatically correct. In fact, there is even a town in New York called Alabama; they do not have a mayor right now.
If you want to be extremely pedant, then, would you consider a sentence to be grammatically deficient if it said "New York mayor John Adams", while there has never been a mayor of New York named John Adams?
