There is some Dateline report on these sites from a few years ago, if the site owner really believes that they are providing a public service, so be it. The problem is they usually weren't, and offered a 'removal for payment' option.

That's extortion, and prosecuatable in all 50 states. Probably shut down operations for a while, but are now back and trying to be a little less obvious about the extortion.

You're best bet is to try to catch them offering some removal for payment language, if you can, they go back to prison and their domain will be revoked before the week's out.

unfortunately, i can't get in contact with the website owners, they won't to me under any circumstances.. also they claim that they can't/won't accept mony for removal (obviously to avoid extortion claims). proof would be hard to get

They'll want to arrange payment over the phone, so that you don't have written proof.
