No, an effective 70% tax doesn't work anywhere. And yeah, you need a $15 min wage if most of it is taxed away. Free college snd healthcare are not free. It's great if your country is living off of oil money, like the Swedes (who also complain thd loudest about the evils of oil). But providing those things to 30x the population, in diverse locations, with a nonhomogenous culture, is not possible. You could reduce the military budget to zero and tax all earnings above $1m at 100% and you still couldn't pay for it.

Here's the logic: Under current minimum wage, companies use X% machines, 100-X% low-wage workers. If increasing X under current minimum wage were cheaper, they would already do it. X is chosen optimally given the minimum wage. An increase in the minimum wage changes the optimization problem. This might mean an increase in X. Production is still optimized given MW, but this is a new equilibrium that is more expensive than previously.
Whether or not this increased cost gets passed on to consumers probably depends on the relative willingness of McDonalds consumers versus McDonalds investors of taking the loss. If consumers are willing to pay more but investors refuse a steep cut in dividends it will mean higher burger prices.

You don't actually understand population and how the math works. A states delegate count is supposed to map to the population. The problem is that it doesn't because they haven't increased the delegate count since 1929.
The founders knew they had to increase the delegate count as the population increases.
