I think it was a name given by the French because they seem to combine both cultures (somewhat) and the name has stuck.

Well Laos and Thailand were all part of the greater Siam before France fucked it up.

Yeah, but Laos is only about 40 to 50%-ish ethnically Lao, the remainder are non-Thai-Kadais like Hmongs, Khmus or other Mountain peoples.
