Really odd considering whoever animated this actually took the time to make the movements unique to each character.
Like, Reverend Lovejoy does his preacher hands, his wife does the panic hands, Chalmers does his "Skinnerrr!" turn, Moleman takes longer than everyone else to get up, and Jasper just kinda ducks down and gets back up slowly because old, and Herbert and his wife do the black power salute
I guess the colorist was kinda shit today, look at the rocks behind Sideshow Mel's head.

No matter how many times this is posted it's still funny.
What I like most about it is that there's nothing *obviously* wrong but it clearly is QUALITY.
The Simpsons, I can't recall the episode but I'm pretty sure that's a moment where Homer was being particularly thick hence his wide staring eyes. The arm movement is a bit quality though.
