Yes, absolutely. The trouble with a lot of cartoon shows is TV-Execs say "Make the next Spongebob Fairly Odd Parents." Which means whatever the protagonist starts as, he's basically yammering-yelling-screaming-crying Spongebrick.

For it's first 10-episodes or so, the Execs watch it like a hawk with much potential for meddling if it doesn't perform well. If the show survives passed that point, they let the creative team do their own thing, reasonably satisfied it's going to float for a while. That's when a lot of shows start to really blossom. Also at that same time the writers have started to find their stride and the groove for show to ride. This happened in KND and at least one other cartoon show I can't remember. It's pretty good.

Alex Hirsh was the writer of Gravity Falls, at least initially. Generally he had laid out very well his plan for the entire story from the beginning. Most people who pitch a cartoon don't do this. From a writing perspective, endings are hard, sometimes really really hard. But begins, and premises, are easy, even cheap. Most shows are pitched with a basic premise and then that idea is tossed at a bunch of other random writers, many of whom are writing for a couple shows and may not love cartoons. These writers then pump out episode scripts that work with the premise and characters. Sometimes they advance the plot (if the series has continuity and a plot) and sometimes they don't. Most shows don't have continuity or plot, but Alex Hirsh planned for both to a fairly detailed level while allowing for flexibility along the way. So I would assume this is why the show had good development and build-up, because much of the designs were ready at the start. Most shows just sort of pick ingredients for their meal and toss them in a blender on high.

In the case of Steven Universe, I'm willing to give the creator Rebecca Sugar the benefit of the doubt that she had/has a general couple of big conflicts and endings in mind, but I don't she had as thoroughly detailed path defined at the beginning. Which might have been wise, given the meddling that can crop up on projects. Flexibility rarely hurts.
