It's not really very impressive. Feels like something you'd see an independent team of animators on the internet make, or maybe just a really simple pilot. But it's at least better than the generic flash animation that some countries seem to have a throbbing boner for if nothing else.

I've never seen an Arab animation that's appealing.

The closest I've come to enjoying something made by Arabs when I was a kid was Bakar and I think that's just because it was on every night, it's not like I was following the plot, there's a boy and he has a cute pet goat and there's an ice cream that's his face on a stick.

Most everything else was an American or British cartoon from cable, or an Arab dubbed anime like Captain Tsubasa which was called Captain Maged instead and was cool because there was a soccer ball involved.

No. Saudi Arabia is a rentier state propped up by oil revenues and bribes from those revenues. However Saudi Arabia is very interested in Japan and really wants to become Japan: a state that was able to modernize quickly and eventually become a great economic power while retaining many aspects of its traditional culture and institutions such as the personage of the Emperor (which should of course interest the KSA given that it is ruled by a king) and avoiding many of the downsides of the modern era (to the Saudis what catches their interest is the relative low crime rates in Japan).

So it's probably another vanity project with Saudi involvement mostly being the funding and having a few of their people calling the shots. But the lack of technical and bureaucratic expertise and training (aside from possibly in the oil industry) coupled with religious fundamentalism that is antithetical to gaining a modern education (as well as the kingdom's various monetary subsidies towards its citizens) is what kinda what keeps them being able to modernize or wean themselves off oil (like many of the other oil rich states in the world).
