Same reason they made Kevin a half-alien (he was a mutant in the OS). I think they felt that it was too confusing to have multiple "origin" types in a single self-contained show like this, so they reconnected everything to be connected to aliens in some way or another.

Well in Alien Force it turned out his mother lived in Bellwood. Also that Kevin's father was a Plumber and Max's partner for a time, but for some reason he never brought that up.

well they did try to explain it later on, after they revealed that due to how his powers work, when he absorbs energy he goes crazy, which is why he does the Absorbing Man routine from AF onward instead

honestly I felt that retcon was worse than what it was retconning, felt it undermined a lot of things, especially since it pretty much eliminated the one unique thing Humanity had going for it in the setting; the ability to reproduce with anything(well technically Esther was still a human/alien hybrid but they never brought it up after her debut episode, so wouldn't be surprised if they retconned that out as well)
