Argentina was completely reliant on export, mostly of meat & grain. When the West returned to heavy protectionism from WW1 onward, Argentina's trade balance got screwed up. They sought refuge in import substitution + tariffs and government subsidies for fledgling industries that weren't competitive on the global scale (both as a response to other countries' protectionism and also to make the industrial goods that could no longer be imported).
Obviously this isn't a good long term strategy. This process was the main factor in Argentina's economic decline in the first half of the 20th century, I'm much less knowledgeable about the second half with the dictators and whatnot.

It doesnt matter how corrupt a government is if that said government has no power to delegate or or to concede favors and privileges. Corruption only becomes an issue when the govt is actully so powerfull that politicians are proto monarchs able to concede special favors to whoever kisses their ass more. I.E Brazil
