If it's an encapsulation issue then the ENTIRE screen will have video artifacting along with audio artifacting.

If it's just the video feed havign issues then the chyron stays intact but there may be video/audio artifacting behind it.

Now if a _piece_ of the video feed has an issue you have a glitch like above. When feeding multiple video signals into a broadcast you have to set your chroma key boundaries.

The reason she got all fucked up on this one looks like a combo of her wearing red and some type of transmission glitch.

It's a side effect of digital compression.
Full pictures occur only so often, between thoseonly changes to the original are processed. When information goes missing things that move disappear and weird effects like this happen. When the new full frame comes in everything pops back to the way it should be.

You're not seeing behind her. The compression algorithm is using slices to reconstruct the images. When the slicing starts from the top, all you see are vertical stripes, which is exactly what the backdrop is, so it looks like you're seeing the backdrop isolated. Look carefully at those frames and you'll notice the stripes are straighter from top to bottom than when Hillary is in view. You're just seeing the top slice repeated from top to bottom.

Pic related is when a different slice from the top of her head is repeated from top to bottom.

How does your green screen theory explain frames like this? It doesn't.

Raw video files are fucking enormous, so they are compressed using algorithms that don't record every pixel on every frame, they only record the pixels that change colors as things on the screen move around. This stream either had a) a garbage tier connection or b) a shitty streaming algorithm or c) just got corrupted somewhere between the camera and the internet, leaving gross compression artifacts and fucked up audio.

I'm guessing it was compressed on a laptop that is slow as shit because of the russian botnet it is connected to that's using most of the CPU to beam campaign files over to Moscow

Yes, actually, that is QUITE LITERALLY how camera feeds work.

Since the inception of the video signal they generate lines from top to bottom. NTSC, PAL, SECAM, ATSC, etc. even computer graphics have always counted line 0 as the very top line.

What you're seeing here is a stream, which counts the same way. The stream is a video signal that has been encoded and decoded. The result of this glitch is what you call artifacts caused by something missing in the GOP (Group Of Pictures, not Grand Ol' Party) sequence. For reasons I can't quite explain it's repeating the first few lines of the I-frames over and over for a second there and is overlaying luma information, maybe from a B-frame.

Furthermore, if this were a keyed video it wouldn't look like it did. Nine times out of ten you take out chroma information, with the very specialized instance of taking out luma information, which is what we saw. To purposefully achieve something like what you saw you'd have to fuck with a matting systems' controls to produce some wonky results. Those systems don't just shit the bed, either, and if they do it's more likely it would stop working altogether than give you a picture with a high tolerance luma key.

It did, it's just not noticeable because it's a static background and the top is the same as the bottom. Video encoding works top lines down. What you're seeing is erroring out where the movement begins, so the encoder fills it in contextually giving the appearance of a blank background. if it weren't a symmetrical pattern, you'd be able to see the artifacts.

The stream I watched was clearly being transmitted back to the station and broadcast from there. The one I saw even brought up a DVE with a secondary, SD feed with anamorphic issues that was working better. One user even said the lower-third stayed on while the rest was black (I don't recall this, but I was working at the same time I watched it). That would definitively tell you the feed was remote and brought back into another switcher that overlaid a DSK.

Basically yes, but the banner itself likely has multiple layers to make changing text easier. The important part is that the layer the station's banner is on and the layer of the video feed are different sources and that's why the ABC logo isn't glitching.
