Everytime you come up to a risky situation you do risk/benefit ratio. If benefits outweigh the risks you can proceed with anything. If the risk is too great you pass on that opportunity.
Example: You can bet $1 and win $1000. The worst that can happen is that you lose $1.
Example 2: You invite 1000 muslims into your country. Worst case scenario is that 25% of them are radicals that will conduct series of bombings. Risks are too great, slimes can fuck off.
