This was just a dry planting. This guy almost certainly wasn't working alone. These bombs were most likely planted in order to test the response times, who showed up, how many, how they dealt with them, etc.
These were test plants in order to prepare for the main attacks. There was no failure, because this wasn't an attack. It was a test.
