During the development of the game, they wanted a terrorist attack on NYC. They only toned it down at the last minute because one actually happened 2 months before the game hit shelves mid-November.
Deus Ex and MGS2 are some of my most favorite games and neither one of them has to fight for the number 1 spot since they different yet equally awesome.

I mean... kind of. You go to a "refugee camp" but the plot paints the augments as perfect angels. The narrative is very very pro "poor augmented humans" (i.e. refugees). "Topical" is the word i imagine they were going for. Mostly you stay in Prague (the game's only real hub) which becomes increasingly a police state.
