The reason switching the order or using a different language appears differently is because Google specifically tailored the "American inventors" search results, not the others. "Inventors American" returns the actual algorithmic result.

Search engines and indexing are not entirely 'order insensitive'. An entirely proprietary and customized engine like Google would be really easy for them to tamper with. When companies like Google, Facebook, and Twitter say that it's all algorithms and they have no control over it, they're absolutely lying.

You have to realize how search engines parse things in order to understand what's happening here. The key is that most search engines simply ignore duplicate words, and in this case that's "white." Also, "and" is often treated as a keyword in search engines to mean that you want results that contain both the preceding and following term - in many cases this is implied by default, so the word is typically ignored. So to a human the query is obvious, but a search engine is probably parsing it as "white" + "woman" and "man", meaning that any picture tagged with a white woman OR a white man, and any tag with the opposite gender, will meet the criteria. To get what you're looking for you would probably have to use a different term, like "white couple" which gives marginally better results. Do note that uses of "white" or "black" when searching for photos can also hit on greyscale pictures (aka: black & white).
