I know an identity that will grant you all of these things at once: You need to be the "White Man's outpost to Asia." You need to be a naval superpower that keeps the Asian powers in check. You need to invest in ports, airforce, and train your people for military service. You need smart economists to negotiate with the Asian economies, and to study their languages. That kind of militaristic, imperialist attitude is one that will drive you to be a strong conservative country with a backbone, and all that you describe will come from it.

The best candidate for an Australian culture died overseas in WW1, and was derivative British. Since then there just hasn't been any up, hits kept coming, disproportionate Catholic influence, depression, another war, then wog DP influx post-1945, etc.
