He doesn't have any legal authority to compel you to provide it (in many situations) yet if you hand it to him without objection he doesn't need to compel you, he has what he wants and you provided it 'voluntarily.' So you waived your rights. No court is going to go back and even judge whether or not he could have legally compelled you since you complied voluntarily.
On the other hand if you politely refuse to provide ID and you don't allow him to either intimidate you into complying 'voluntarily' or bait you into attacking him, then he's stuck. He can arrest you but a court WOULD look at whether or not he had probable cause to compel the ID, and probably he isn't going to like their ruling.
