This is false from what I've read in the news. He had priors for concealed firearm and resisting arrest. They were old charges but he still had them. This is the information that would have come up as they ran the plates when approaching this vehicle. The vehicle is a Lincoln Navigator in a poor neighborhood known as Gang Land (suggests drug dealer). The vehicle is stopped askew in the middle of the road for some reason (suggests intoxication). The call to the police from a citizen also suggested the driver was on something. All these add up to the police officer being highly on guard. Any false move could have resulted in them shooting.
