Broken computer, happens constantly with digital radio and occasionally happens with normal radios. To me, it appears if the the computer's "override" function (used to broadcast emergency alerts, such as "the lincoln tunnel's northbound lanes will be closed for repair on setempber 26th from 2am to 6 am" got fucked up somehow.

This is a major problem with digital/packet radio setups, as the software for it is not as good as that for regular radio so a wide variety of problems (especially related to buffering) are common. Nobody wants to fix it because nobody actually believes in digital radio.

Try working in satellite communications or radio. These sorts of broadcast screwups are extremely common with newer equipment, especially as radio stations lay off staff. It's very common, especially with digital radio, for these sorts of fuckups to happen because the computer skips (or otherwise has a buffering problem) while nobody is in the office to deal with it.

As an additional layer of fuckery, due to how digital radio works it might be the car fucking it up. Digital radios, or radios operating in digital radio mode, are designed to buffer data and repeat it until it can find a good signal.
