I have actually. Was on west coast on holiday, went for a road trip from LA to San Frisco. Somehow managed to get lost in side roads and got to a town where they had some sort of strawberry festival or something.

There was some traffic and, before an intersection with lights, a cop (or a highwayman, I don't what the fuck they are, the ones with the hat). He was directing cars to the festival parking lot.

We got him, I rolled down the window and asked for directions back to highway 1 (I dunno why but I was a little nervous, guess I thought he might shoot me if he found out I'm a furriner.).

He pointed the way, bid us good way and went back to directing traffic. I rolled the window up and started driving. Quick as a flash the puh-lice man tapped my window in like, stop! manner. I thought he had his hand on his gun belt as well. Now I was honestly nervous.

I stopped, rolled down the window and gulp what's the matter officer. "You gotta wait for the green light though.", pointing at the red light at intersection.

A man refusing orders from police and walking away is not grounds to shoot him. He was going to get in the car and possibly create a dangerous situation, so he needed to be stopped.
