Presumably the Governor is taking steps to expedite their call-up if needed, but the chief and the mayor seem to be working well with leaders in the black neighborhoods to shut this down, riot-wise. It is unlikely the guard would be needed. Charlotte has a pretty good record of allowing peaceful protest, and of protesting peacefully. Even last noght, loud voices in the crowds were calling for the violence to stop, and by the end of the evening police were handing out water bottles to protesters and generally calm was being restored. The chief's statement affirming that a gun was found and that the book referred to in the social media rumors was not will help in that regard.
