In this case specifically, it's manslaughter not because she didn't intend to use lethal force, but because she believed that force was justified. Murder is intent to kill by unlawful means. The DA is just saying that she didn't have reasonable cause to believe she was in imminent danger of death or great bodily harm, and her belief that she did was not justified.
