The US is probably doing this because otherwise countries will roll their own DNS root servers. I think this is a "controlling the honey pot" kind of move and not a censorship one. In fact this narrative of censorship by iccan doesn't mean much really. It's only the root server, you can create your own DNS server with ease. BTW the root server you are using now is probably a cached version of what your ISP is using. Look, handing internet anything over to the UN is concerning for real, but this iccan thing ...
