Economically they were late to the game so no, Latin America was colonised mostly during the 16th-17th centuries and their economy and politics were medieval in organisation, most other europ colonies were created from 17th-19th centuries and therefore have enlightenment style politics and economy, really its a push to consider eastern and southern europe as part of the west, if you went back 150 years most people wouldn't even include germany or scandinavia as they were as backwards as southern and eastern europe for the most part with the exception of some industrial centres in northwestern germany.

1) The British barely ever carried out any organised cull of natives, if they had maybe New Zealand wouldn't be such a shit hole, Australia is like the exception.
