Everything was burned to the ground. No culture, economy, government, etc. was left. Everything belonged to the colonialist. This started to happen 500 years ago.

With no intentions to build anything things go as expected: the new locals (the originals are dead or secluded) are basically second tier citizens on their own lands. They have no possessions, infrastructure or education...

With time the colonies started to gain some power and their people rights, on top of that the monarchies are weak and can't keep control so eventually the colonies are declared "free". This happened less than 200 years ago.

Once again, these colonies are poor as hell and since they owned nothing they had to start building basically everything from scratch. So yeah, outside of a few small-ish cities here and there, they were forced to build roads, schools, hospitals, etc... stuff that the colonials weren't too bothered to give to the mestizos.

Alright, we enter the post colonial period with a bunch of poor countries without any form of established production capabilities. Conflicts begin as expected from any young country but eventually calmed down and things started to move. This was something like 100 years ago.

The countries now have the basic infrastructure of a country and some production capabilities. However, a lot of these capabilities came with seriously terrible deals with richer countries. (Beggars can't be choosers after all)

Things kept moving for the region until cold war happened. This moved the entire region 100 years back and some countries never recovered from it. This was 30 years ago.

TL;DR: the region was burned to the grown, had to reclaim its lands, build everything, discover itself and when it was finally walking it was messed beyond measure by the powers of the day.
