A lot of migrants from former colonies speak french, more or less (those from our subsaharan colonies almost all speak it, and it might even be their mother tongue ; those from Maghreb depending on their age might speak french first then arabic, or arabic first then french ; those from Indochina often have to learn french when they arrive)
Since spreaking french is required to get citizenship, they have to learn if they want to really settle.
The real problem though is passed citizenship, since a child born on french soil is considered french citizen, meaning you can have some children born here from a family of migrant that lives in an enclaved community.
As for permanent migrants that came hear much earlier, most do speak french although some 2nd and 3rd generation maghrebins will prefer speaking arabic. Oddly enough it's these ones that cause some problems.
