I've only passed through Oregon in the country side going from Boise to Reno, and never been to Washington. Can't say from experience. They might be pretty cool, except for the major cities from what I hear because they are filled with liberals and hipsters.

There is no "good state" for white people. Most places with lots of whites fall into 1 of 2 categories:
Option A is you find a predominantly white but very liberal haven, where being white is nothing to be proud of

There's some really nice greenery out in the mountain. In fact, there's a lot of green places in Southern California, but mostly along the coast or in the mountains.

There are many towns that are so economically depressed given the current administration's jihad against coal that they can't even sustain a Wal-Mart, much less a welfare system for minorities to leach off.
