Yes and no.
We had intelligence about it and let it happen. He wasn't the mastermind behind it, more a puppet.
It was "the establishment" that did 9/11. Bush was only somewhat behind that.

No, and as time goes on we people will view bush in a different light. A man who curried the favor of the people in 1999 by plain speech about "caring conservative" he had a goal to reform our failing education system to go to Mars by 2012 (look it up).
He will always be judged by post 9/11, but look at what he wanted to do with what he was forced to do and you'll see a person who wasn't ever really in control, but trying to get ahold of the situation forced upon him.
