He doesn't always do the best job of explaining them and selling them. He has to appeal to both republicans and democrats at the same time (because they're pretty good for everyone). And explaining it is difficult too because it is complicated and it goes counter to the propaganda people have been hearing for decades, and it requires some understanding (while Hillary mostly appeals to emotions).

Part of why Trump has been so effective in this election is because he attacks the things about his foes that they are sensitive to. Hillary can't laugh this off, she literally ran away from the press and was tossed into a van trying to keep her health a secret. She is afraid of being seen as weak and frail. Meanwhile every attack on Trump has been exclusively about some -ist that he is, or some long series of them. He doesn't give a shit about any of it.
Conditions for winning debate:
Trump: Keeps his cool. Looks presidential.
Clinton: Seems trustworthy. Health doesn't look severe.
