Its basically a regulatory issue. In the past few decades cities have instituted a variety of land use controls and building codes that have heavily restricted the private market from bringing enough new units to market to keep up with demand.

In the past this wasn't a problem since nobody wanted to live in our crime infested cities. But ever since violent crime began plummeting in the early 90's these supply caps have become binding resulting in massive price/rent increases.
