Changes to the visa system have already been proposed in the past. A Democrat controlled Congress would obviously never bother putting it to a vote. The current Republican controlled Congress either doesn't want it vetoed or uses that as an excuse to not bother voting on changes.

A President who presses the issue should, at minimum, be able to get such changes to a floor vote, especially if Congress is controlled by their own party.

Having a visa system which works isn't an impossibility. Several countries already do. Our government has simply chosen not to.
