It's basically a partisan intrusion and a chance for the moderator to participate in the debate. Real fact checking is not something that should be improvised on the spot by a so-called moderator but should be deliberated after the fact by multiple participants. It's a common thing. Register as the party you are against. So you can vote for the weakest candidate possible in the primary.

The only way it wouldn't be neutral was if the mods didn't fact-check both candidates. That Trump is objectively incorrect more often is no fault of the moderators.
