This is the climax of the movie, wherein Chaplin becomes the titular dictator. The speech that he gives is one that rallies his troops rather than discourages them. As the speech goes on, he becomes increasingly frenzied, ultimately giving a speech urging his soldiers to fight to "free the world" and "fight in the name of democracy" before giving a salute that's highly reminiscent of the Roman salute that Hitler was so fond of using. The irony of the situation being that he's urging the soldiers to force their view upon others, which runs counter to the notion of democracy, and is doing so as a dictator himself.

After the speech ends and the soldiers cheer, his face becomes horrified as he realizes that he's become the dictator that he never wanted to be. He's playing the role extremely well, and the message he's delivering is meant to parody the speeches of Hitler, not promote the agenda. I actually find it incredibly humorous that so many people parade this speech about without realizing the full context; that by agreeing with what's being said they're actually agreeing with totalitarianism.

I like the movie as a whole but this speech is overrated and unimpressive. He sprinkles lots of feel-good buzzwords like freedom and democracy throughout, while ignoring the fact that Hitler was democratically elected by a free people, instead of making an original argument as to why Europeans should not be defensive of foreign, self-proclaimed enemies within their borders.

Correct me if I'm wrong, but he's basically the equal-opposite of Hitler in the way he plans on going about creating his idea of a better world. This is one of the greatest moments in movie history but not for the reason why everyone parades it as.

Everything that said holds truth, this speech is not about the Chaplin character sending a message to the world at large and protesting the horrors of war, it's about doing a parody of Hitler's speeches and mentality and why, specifically, it was working so well with Germans. The fact that so many people take this message at heart is ultimately further proof at how much this movie stands the test of time.

Look at Chaplin's face here. This is not the face of a man who wants to send a message of hope and optimism, this is the face of a man who just had his reality crushed as he realized that he played the part of Hitler perfectly and he realized that his attempts to turn his people away from the dictator only made them embrace it even more.
