If you're naturally very skinny and try to put on strength and mass, eat a shitton of food and do it. If you're fat and want to lose weight while gaining muscle, it will work as well, as long as you eat in a moderate caloric deficit.

If you're skinnyfat, don't even bother. Pick a high volume Push Pull Legs or Upper Lower routine and work out 5-6 times a week while only slightly eating over or under maintenance, depending on your goals. Skinnyfat = low testosterone, and your focus needs to be on frequent high volume training (each muscle at least twice per week) to make gains
