Not exactly, the State after all is not a person, it's an entity made up of many thousands or hundreds of thousands of people. In and of itself it does not have any rights, only the individuals who make it up have rights. I care about the people first and foremost. The Government should focus on protecting those who maintain it from other bodies of government and individual states should be allowed to decide how they handle the punishment of those who cause harm to others.
