Any time the government tries to build on forested land, they have to contend with frustrated outdoorsmen who don't want their forest to be damaged.
In the UK, hunting is illegal, so there was no incentive not to tear it down and build over it, and there's nobody around who cares particularly about conserving the forest outside of "it's a nice walk".

There's no real way to have a competitive market for rail travel today, and what we have now is essentially a state enforced private monopoly on each of the franchises. Service is shit because no one can just take the Train from London to Manchester on the West Coast main line and also avoid Virgin. Or go from London to Brighton without using Southern.
