No, Congress has the opposite problem. People in Congress like to set themselves up to stay in Congress for the rest of their careers. There's been an epidemic of Congressmen just signalling to their constituents and not actually doing anything of note because taking action can have actual, real political consequences. Ted Cruz, for example, never fucking does anything despite constantly yelling about it. These people will vote in opposing ways on multiple bills of similar areas so that they can cherry pick the more politically favorable results. Congress doesn't need term limits because of them accruing power, they need it because THEY LARGELY AREN'T WILLING TO ACTUALLY DO WHAT THEY ARE SUPPOSED TO.
Also, judicial review is absolutely retarded. There's absolutely no reason that appointed officials should be the final arbitrators over the constitutionality of laws,over both Congress and the President. It's not like they don't just pick whatever conclusions they want and then create the legal justification after, anyway.
