They didn’t have one. That’s the only real issue here. Everything they did, even going to Cuba, was legal with said OFAC license.

That’s the violation. Trying to tie it back to Trump personally would require proof he was aware that the 3rd party consulting firm, 7 Arrows, didn’t have the necessary license before the fact.

Near as I can tell executives of Trump Org went to Cuba on two major occasions. Both at times immediately after certain sanctions had been lifted and it looked like business may be opening up in the region. Nothing came of it either time. At most you're looking at procedural errors in reporting. As no one is absolutely sure of the legalities of what was going on because both the laws regarding it and the scouting missions were happening on the fly, nothing will ever come of it.

How it plays out in the electorate I don't know. My suspicion is, it won't have any real effects. "Breaking the embargo" sounds bad, but no one gave a shit about Carly Fiorina doing it with a nation which had just captured our sailors.
