This is why we don't get addicted to opioids when we take them. Our lives are already happy enough naturally. So when we take an opioid, we just feel a bit of warmth and fuzziness.
But to someone who has shit going in in the head, the opioid provides a feeling of normalcy.

What our society does, is treat chemical imbalances and recreational activities as crimes.

If you cannot pay your fine go to the courthouse and speak to a clerk and get a payment plan arranged. Done and done, put your cops on more serious crimes and use your courts for more serious crimes.

What do you accomplish with this bust? One less person who works at burger king smoking weed and popping pills for a year (but then after that year she'll be back and now that her life is ruined by having a criminal record she'll definitely be back to using drugs).
