closing pockets also frees up SAA manpower. Bodies that are experienced and can fight have always been more important to the SAA, and they would be more efficient adding to their own effective fighting force than headchoppers ever could.
Also, it take more manpower to maintain a siege than to fight within one. I bet the SAA gained a lot more from closing the pocket then the rebels did.
