Once the state took over in 1908 the situation improved a ton. Congo rapidly became one of the colonies with the highest standards of living in Africa. The policy of the Belgian state was to civilize the blacks, but not give them any political power and very limited access to higher education. The reason was obvious, as would later emerge in figures like Lumumba, Tshombe, Kasavubu.
The workings of the colony was just fine, although corporations had too much say in policy making (Union Minière and the Société Générale in particular). This was balanced out a bit by the state and the Church who had more philanthropic motivations and vision.
Decolonization was a mess. I mostly blame the Congolese leaders. Before 1950-1960, Congo was obviously not ready for independence. By the late 50's, infrastructure had improved a lot, enough to sustain an independent country, and there was the beginning of a class of educated blacks (obviously in practical fields like engineering, medicine etc). However, some of the Congolese that studied in the west, Lumumba most of all, had been exposed to Western political ideas. Lumumba and the other black leaders (the ones I mentioned earlier as well as Mobutu although he didn't occupy a very high position before the independence conflict) were mostly concerned with getting independence as quickly as possible. They were fairly 'talented' (for African standards) orators but were NOT competent political leaders. All of them extremely corrupt and tribalistic (nepotist). While independence was certainly necessary in the long term, I do think that Belgium was right in trying to push a longer term plan of decolonization. First they tried for a 40 year plan, then a 10 year plan, then a 5 year plan but all of them were rejected by the Congolese leadership who obviously didn't give a shit about the practicality of it all, they just wanted power. Also I'm glad they killed off Lumumba desu. He was legit crazy.

If you're interested in the subject I suggest David Van Reybrouck's book "Congo". I say this as a right-winger that fucking hates David Van Reybrouck (for a variety of unrelated reasons). His book — which I had to read for a class on colonization, t. history student — was a pleasant surprise. It's fairly 'neutral'. It obviously goes in great detail about the atrocities committed during the Congo Freestate period and after, but it provides nuance, explaining how it was a confluence of circumstances as opposed to some cartoonish evil policy. Also goes provides interesting details on the good things happening in the colony and about all the shit on the part of the blacks then.
