NAFTA was a good idea in principle, but as with all such agreements, "free" trade is anything but when it's so heavily burdened with regulation. Add to that inefficiencies regarding the movement of labor (immigration laws, desirability of emigration, cultural differences, etc.), and you get mediocre results. That's not the fault of free trade, it's the fault of government action.

We have refineries. It's just that there is a surplus of production from the extraction sites, so the excess is sold abroad. If there were fewer regulations and bureacratic hoops to jump through, maybe we'd have more refineries, and doing business in Canada would become even more attractive to everyone.

Generally no. If making a bottling plant is cheaper in the US than in Canada, enough to justify the high price of transport, then it would be logical. That would be an issue of regulatory burden, since our labor costs are largely similar. But I'm not aware of any major trans-border pipelines carrying potable water, because it seems to me that building a pipeline to transport mere water is awfully expensive, compared to setting up a bottling plant near the source.
