This diagram literally shows nothing of value. You need to know who exactly is taking benefits within each state for this analysis to be worth a damn. For example, it could be that mostly Democrats are taking benefits within each state in the states that are "Republican".

Essentially everyone is getting a tax break, and if you make under 25k a year you will pay no tax. Since taxes are based on a percentage of income it is only logical that the more you earn the more potential savings you could have. Hillary however is raising everyone's taxes.
