Russia is now prepared for a possible nuclear attack upon their country with enough underground bomb shelters for the entire population of the Russian capital. Telling us that 100% of the city's population will be able to be protected as a result of new approaches to civil defense, we're also told their bunkers are completely maintained, stocked and ready to go should they be needed due to a 'man-made emergency or nuclear attack'.
While 'evacuating' 40 million people may only be a 'drill', we have to take a look at the massive amount of logistics involved to accomplish such maneuvers.
The Emergencies Ministry of Russia is going to organize all-Russian civil defence drill since 4 October until 7 October 2016. More than 40 million people, more than 200.000 specialists of rescue and recovery units, as well as more than 50.000 units of equipment are going to be involved into the drill.

In Russia we used to these drills since USSR, when everyone was a collectivist and even civilians were used to subordination like in an army. Everyone knows about drills, maybe siren will cry, the leader(teacher, boss, head of the unit, main doctor) will say go to the nearest bunker, some people will lead the way, everyone will go there, like role-play, once inside someone will lecture about how to act in case of emergency and then everyone will return to their work, learning or service places.
