To make gambling winnings taxable for professional gamblers in the UK you would have to allow losing gamblers to declare themselves professional and allow tax write offs against tax on their day job for the people who lose money. Then the money gets taxed onces it's been through the bookie and the bookie and winning player declares it.
This is one reason why skill based gambling isn't taxed in the UK.
There are loads of stupid examples of how much of a farce tax can be. I mean lets think about people who get tax write offs or reduced tax on carbon emissions driving electric cars which are then charged up coal power plants. Oh but the coal power plant pays its own carbon emissions tax so it's OK. But there is nothing stopping me going to the petrol station, buying a can of petrol and just selling it on fire and watching it burn out.
If Trump paid out of his pocket for a building that wasn't completed, that could be a loss. He has the asset of the half built building. But that does not mean the market price of a half built building is half that of the final value when it will be completed.
Therefore he has a loss that year. Very simple.
Most of the tax codes only apply to those who work for other people, which is the overwhelming majority of people. Trump wants to simplify the tax codes.

I think you've missed the whole point of Trump's welfare queen massive tax writeoffs story. The guy has literally not paid taxes for most of his adult life, while we've been subsidizing his losses.
The taxpayer has footed the bill for Trump for about $1.8 billion dollars in writeoffs from his business losses ($915 million) and tax breaks he got for his buildings in New York ($885 million). All while paying practically no taxes at all in his adult life.
