Because, if you somehow haven't noticed (seriously, you've read some of this comic, you should realize this), she can't write people who aren't her. She is incapable of thinking outside herself. She makes different character voices by writing what she would say if she was doing impressions. She can't write characters without a victim complex in active confrontation in emotional situations because she's so deep in that mindset, the best she can do is write detachment. They're going to either cry about how this is the other person's fault and they did everything right or ignore the problem because that's all she knows how to do in real life.

Paulo grew as a person starting in early volume 2. It's not that volume 1 doesn't count, but treating it as if it's all that counts, as if Lucy is still a grumpy aloof tsundere and ignoring her further characterization as a basket case or ultrabitch.
