He was kind to Hachi and naive but he did make the decision to give up on Hachi.
Nana was the one who wanted Hachi with Nobu (and that was because she couldn't stand Takumi) and tried to make them together after everything was decided.

Fundamentally, Peach Girl is good in spite of its rough points because it doesn't expect you to invest yourself in the drama or take sides in the same way a soap opera would, things are explicitly built up to be resolved, and the characters mostly try to act with reason and good intentions. It isn't based around shocking twists intended to pull your heartstrings. Momo is fully aware of how pathetic and stupid she is to string along two guys and gives herself shit for it, and only does it in the first place because she believes she's actually been rejected, for reasons which she was quite clear about.
